The first part provides a historical overview of the rise of the Yakuza, focusing on its links with the bakuto and tekiya groups, social marginalization, and cultural legitimation through elements of the samurai tradition. The second part traces the development of the Japanese model of control, which combines legal, administrative, economic, and cultural mechanisms. Particular attention is given to the relationship between organized crime, the state, politics, and society across different historical periods. The aim of this article is to examine the distinctive features of Japan’s approach to limiting organized crime, as well as its possibilities and limitations in the contemporary context.
